Uploading an Avatar. . . ?

How do I upload my own Avatar? I do not see anything under "edit avatar" that will allow me to use anything but the stock avatars.

Click Settings at the top of the forum and then click Edit Avatar. You'll see where you can upload.

There is nothing in my edit avatar that allows me to upload an avatar. It only allows me to select one of the pre-selected avatars.

I'm not sure since the new forum structure has changed things but it required the user title "Premier Member" and / or joining a group before the change.
