This is a very novice question, but what is the best way to make use of the double-end and speed bags? I know they are for developing speed, rythym and reaction timing, but for someone who is just starting to use both, can you guys advise how to get started and what I should be progressing towards? For the double-end bag, there is the added benefit of incorporating ducking, and fading as the bag is flying back at you, and using combinations at a wildly moving object?

besides the attributes you mentionned..they develop tremendously your hand(well whole body) - eyes coordination..and arms endurance
getting started:
how to work speedbag: something begginers tend to do because theyve seen rocky(balboa) do it so many times..which is hitting with the side of your hands, which is easy, and wrong because you dont hit with the side of your hands but with your knuckles in a fight..
*Something alot of people do also which i personnaly consider wrong is to stand with your feet parallel to each other instead of adopting your fundamental stance...you must always train accordingly to how you will fight in the ring, thus not developing any bad habits..keep your shoulders relaxed(do not tighten em)..breathe out when hitting.
technique: with the above in mind, start slowly..take your time,or else you'll miss the very purpose of the exercise wich is to actually hit the bag...something not that easy at the beggining.Start with hitting two times with one hand, two times with another (or anything that follows a similar rythm).*It is important to keep your guard up at all times..one hand hits while the other protects(youve probably learned that already)
how to work the double-end bag.
The double-end bag is mostly to practice your defensive/evasive- counter-fighting manoeuvers...You use it to bob&weave,slip,duck,sidestep,step(back,forward,left,right)..to circle.
Tell me if you want me to explain what thoses above are
Just like the speedbag, the double-end bag enhances your body-eyes coordination...
Start working on the timing of your punches by only using jabs at first and by moving around the bag..then start throwing combinations and establish your rythm.
The double-end bag is a must to practice the reflexes because every action provokes a reaction and you cannot fight against this stimulus unless you train it hard and for an extended period of time(In physiology, a stimulus is a detectable change in the internal or external environment. When a stimulus is applied to a sensory receptor, it elicits or influences a reflex via stimulus transduction.)
What im trying to say is that if youre used to reveal your chin when someones feints at you,you must train your brain not to do so(and that by mastering the double-end bag)..practice not to wink your eyes as well and keeping your head guarded and forward.(this is not easy)..
Putting aside the double-end bag for a moment. If youre able to regconize how you personaly react to what stimulus(it is obvious that most people as well will be reacting just like you do..unless youre not fighting human beings),you will be able to master the art of counter fighting through timing and feints.
Do not punch the double-end bag with power only but with speed,i know that it doesnt make sense since power=force(X)speed..it is obvious that the faster you hit the harder the punch will be but what im trying to say is that you should not tightenly clench your fists when hitting..always be relaxed and cool..stress slows down reaction time..the purpose here is not to develop your hitting power...
finaly..take your time..do not start slipping and countering when you cant time a jab properly yet.Like us French people say,''Chaque chose en son temps, une chose à la fois.'' which basicaly means..''every thing at it's time, one thing at a time''..Put that in your head that it will take years of practice before becoming a ''complete'' fighter..and it is important to go step by step..gradually moving toward the next objective.
Training too many techniques at the same time is like training none.
welcome to the forum and good luck in your training
