If you punch with power and pressure and catch your opponent off guard then yeah it can be useful. Yet I have never seen it done, although I concede I have not seen the fight you mentioned Garland.
The trouble is that a lot of wing chun schools do not teach the chain punch right. Even in Kamon I see a lot of students rely on it and I often end up having to show them how ineffective it is. Remember that your opponent can move, whereas the chain punch is a linear motion designed to work with bil ma (arrow walk).
