The inch punch is to show that you can get power at a close range. Not as much power as the straight right lead punch, which is not a jab, but enough power to shock your opponent so you can follow up with a blast or to give you the distance for a more powerful hit. It is usually done from a trap. For example:
Your opponent throws a straight right. If you're in a JKD right lead you cut into the tool with your right arm as you pak with your left. If he parries your right punch with his left hand, you can inside pak with your left and hit with your right from about 3 inches with your right without having to withdraw your hand. You should be able to generate enough power to at least break his nose, but not enough to finish the fight. The inch punch can give you the structure for a heavy long range punch, but it and the jab have little in common.
