Strength training is an essential component of any athletes development, but not the only one that contributes to speed and power development. Flexibility plays a large role as do plyomemtric exercises.
Strength training lays a foundation from which the more ballistic plyo training can be launched but speed and plyo work are key to harnessing the strength in a functional manner.
I would recommend that you pick up some books by Donald Chu on plyometrics (he has several titles now). If you are really interested n studying the science of exercise than the NSCA puts out a book called Essentials of Strength Training and Conditioning that puts physiology and practical information in the same text. You can these books at any good bookstore.
If you don't have the time or inclination to study on your own look for a CSCS in your area, buy a few sessions of training with them and your eyes will be opened to a whole new world of training opportunities. The CSCS is a certification through the National Strength and Conditioning Association. Most big university and pro strength coaches hold this certification.
