Yes, Hapkido is basically TKD with a bit of judo and jiu-jitsu. I think most traditional Hapkido torunaments allow for throws depending on the division, but I haven't competed in quite a long time
That's because most of the Hapkido you see is from TKD practitioners who trained in HKD to plug up holes in their training. A pure Hapkido practitioner looks quite a bit different.
