I used to own a gym in Simi Valley and we had a TKD instructor there who was a big time ITA affiliate. It's similar to the ITF in many ways, especially with a heavier emphasis on self defense. They do recognize the head as a viable target for hand techniques during sparring but they limit the amount of contact to the head until students become more advanced.
I haven't trained with them a lot but the general view I got was a version of the ITF with a heavier emphasis on children.

Probably the best part is the growing network of affiliated schools that adhere to a similar curiculum, you can train with either as a member, and your chances of finding another place that aknowledges your rank in case you have to move are pretty good.
