I wanted to know how long it will take on average to learn descent BJJ and Thai Boxing. Also I wanted to know how long it takes to master the two arts as well. I know people learn at different rates but for the average person.

I can't speak for thai boxing.
In six months of bjj you'll have picked up some decent fundamentals, and should be able to consistently beat new people around your size.
At 1 1/2 to 2 years you'll have a solid command of the fundamentals and will have started to individualize you're own game a bit. That's basically blue belt level, where you can start to think of yourself as a real practitioner and representative of bjj.
Mastery comes in about 10 years or so. This is all assuming you're training consistently a few times a week.

Depends, there are factors to that question. How often do you train in each style? How dedicated are you? Do you train at home or anywhere outside of your class?
My BJJ class is only once a week. That is fine with me cuz I am more into the Muay Thai, which next week I will be attending 4 classes a week instead of 2
