Ok, from the clinch , the one with one hand on neck and other on persons arm..
sweep his arm off of mine with my arm, pull his head down, apply a front headlock( guillotine), pull him back with me, wrap legs around and lock them in, voila submission

throw arm around his shoulders, turn so I am facing same way as him, throw him over my hips...
judo style, very hard to do if not practiced

I had a killer armdrag back in hs. Best way to do it is from the collar and elbow clinch because people don't expect it. In the clinch, use your left hand to sweep his right arm out and down from the inside, kind of like a mr. miyagi 'wax on wax off' motion. Let go of his head with your right arm and catch his right arm on the tricep as you're sweeping it down. Drag his arm across his body and go straight into a double leg.

And if his neck isn't made of soft rubber?

I guess add in a knee to the groin or solar plexus and he will go forward and than the guillotine
