Well... Yes and no.
BJJ is a component of judo, particularly it's ground game, that was refined in Brazil. As such, there are many commonalities in positions, submissions and philosophy. However, I think the Brazilians have embarked enough changes(especially in recent years) to earn their own trademark.
I've always felt that the jiu-jitsu puzzle was 3-part; Maeda's teachings, judo's techniques and Helio's application in vale tudo. I don't think one is more important than the others, because each component depended on the others. In other words, I don't buy that the Gracies invented BJJ. They simply added to it.
