You start by getting a gym\coach who regularly takes fighters to competition. This person will know other coaches in the area who set up fights. He will set up your fights and train the skills and conditioning you need.

Call around kickboxing gyms in your area and ask if they go to fights, how many fighters they have etc. Identify yourself as a beginner with no fights but some martial arts exp. and tell them you are interested in training to fight.

If you are already training at a place and that instructor is not helpful re: getting fights, then he also may not be helpful training you properly to fight. Martial arts training and ring training are not the same thing at all, so you may need to consider changing schools or at least trying out a new place for a few days so you can get an idea what your getting into.

There are probably fights every day in S. CA so getting fights is easy - the trick is getting fights which aren't set-ups and aren't going to get you hurt. You need a trainer who knows the area, knows other coaches, knows how to get you ready, and cares about your well being. If you try to go it alone, you are going to get tomato canned.
