Intelligence, well the easy definition is the application of knowlege. But there are many definitions. It's almost as bad as asking what is the best martial art.
As for an african. If the test was normalized then yes. There was a problem with IQ test design and foreign people. The tests were translated but used things that did not translate with the same context. Like when someone says that's cool. Now that does not always mean that is cold. But when translated a lack of frame of reference causes the reader comprehension problems. That is why pattern recognition is used. If I show you a series of pattern. square circle triangle. Can you pick out the same pattern in a list of patterns.
When working with people with severe mental retardation and babies an IQ can be determined.
Anything that alters perception or mental clarity would effect the test. So if you were sleep deprived for instance you would test lower.
They vary for many reasons, test design is a big one. Application of a concept outside your frame of reference is another. You can't determine a childs IQ by giving them mathimatical tests when the don't even understand the concept of zero or what the symbols represent. also test conditions. and personal state at the time of the test.
For instance when I was tested my tests were not normalized. They did not know at that time I had dyslexia. I had already self corrected that and due to my scores there was no reason to suspect that I had any problem at all.
Normalized my score would be much higher as they would use different methods.
I have my degree in psychology and have worked in mental health. that is not my main focus though. I teach martial arts and run a business.
When I did work with people with MR they used a variety of tests to determine IQ.
The main problem lies in getting them the right tests.
IQ tests were never my field so you'd need to do some research to get your answers.
I test out for instance at 135 but have hit 140. These are not corrected for my dyslexia. No big deal though just means I would have had to take the test orally. My tests when I was about 9 are the same as I was in high school for the most part. The test determine IQ, not your intelligence. It is how you do on a battery of tests. It is not someone sitting there saying hmmmm i'll give you a 103.
