A massive amount of looseness in your joints will in a contact sport create massive amounts of knee surgeries. This is evidenced when people sit on their legs. Their knees get loose and when there is trauma the slippage creates room to tear.
And that is why you don't do the hurdler stretch with your leg bent backward anymore. Alot of taekwondo is stretching the knee joint but it depends on what you want.

This is called passive stretching and if that happens then it basically means that people highly overstretch themselves, you shouldn't sit on your legs unless you already have some knee flexibility, if it hurts and you do it injuries can happen. However this is simply overstretching.

I'm not sure what the hurdler stretch is but it sounds like another form of passive stretching where you force your knee to bend backwards, this isn't the best method of stretching, especially if done in the wrong order with other stretches and warmups. A lot of tkd schools, especially the jokes don't know much about stretching besides what they learned in gym class, so they just have you push your legs around with your hands and you end up injured. Stretching can greatly increase strength in your legs and arms and can decrease the energy necesary to throw a punch, kick, or do fast movements in general.
