    it's all about diet..

    what you do is go on a "bulk" then a "cut"

    bulking you eat a LOT. mostly protein. eat 6 meals per day and lift heavy.

    after about a month of that you should have a lot of mass and some fat.

    then you go on a cut, lift pretty much the same, just change the diet to very low carb and lots of protein. some times lifting higher reps less weight helps tone. also using machines instead of free weights gets you toned too
