To answer you heres two reasons:
WTF TKD up until very recently counted kicks and only kicks, as a way of scoring, and what many WTF stylists say is that the low hands brings their extra weight closer to the centre of gravity and thus enables them to turn quicker. I personally don't think this is much of an excuse, as an ITF practitioner I find i turn quick enough with my hands up, the key being having one's knees fairly close when you turn, enabling quicker hip movement.
The second reason is that having the hand there provides protection along the abs. If you look almost all the kicks are towards the stomach/chest area using whats called in TKD terminology a turning kick. Having ones abs protected means that the oponent cannot score a hit in that area with a side kick quickly.
